Search warrants in Harpers Ferry, Lansing result in drug arrests

Monday, May 18, the Allamakee County Sheriff's Department, Waukon Police Department, Lansing Police Department and Iowa State Patrol joined forces in the execution of a pair of search warrants that led to the arrest of five individuals (pictured below) on various drug-related charges. A report from the Allamakee County Sheriff's office indicates that the warrants were executed as a result of an ongoing narcotics investigation by the Allamakee and Clayton County Sheriff's offices, with that investigation still continuing.
At approximately 6:15 p.m. that Monday, a search warrant was executed at a residence located at 301 Olive Street in Harpers Ferry. Methamphetamines, marijuana, drug paraphernalia and United States currency were all seized during the warrant execution. Four individuals were arrested on the following charges as a result of the investigation:
Joshua Orion Honeywell, 29, of Lansing was charged with Tax Stamp Violation (Class D Felony), Possession of a Controlled Substance (methamphetamine) with intent to deliver (Class B Felony), Possession of a Controlled Substance (marijuana) with intent to deliver (Class D Felony) and Possession of Drug Paraphernalia (Simple Misdemeanor).
Zach Wayne Charles Beinborn, 26, of Monona, Bobijo Dee Carter, 33, of Tomah, WI and Connie Anne Moore, 21, of Bloomington, WI were each also charged with Possession of Controlled Substances (methamphetamine and marijuana - both serious misdemeanors) and Possession of Drug Paraphernalia (simple misdemeanor). Carter's Possession of a Controlled Substance (methamphetamine) was for a second or subsequent offense.
A second search warrant was executed at approximately 7:40 p.m. Monday, May 18 on an apartment located at 100 Main Street in Lansing. Methamphetamines, marijuana and drug paraphernalia were also seized during execution of that warrant.
Heidi Lucy Frawley, 21, of New Albin, was charged with Possession of a Controlled Substance (methamphetamine) with intent to deliver (Class C Felony), Possession of a Controlled Substance (marijuana) third offense (aggravated misdemeanor) and Possession of Drug Paraphernalia (simple misdemeanor).
