Supervisors schedule May 1 special meeting for consideration of federal Community Project Fund application regarding Veterans Memorial Hospital

The Allamakee County Board of Supervisors met in regular session Monday, April 29 to address a full agenda of matters including the discussion and consideration of the hourly pay rate for township officials, consideration of approving the detour route for the Allamakee County Dairy Days Parade, and consideration of adopting the North Iowa Juvenile Detention Services 28E Agreement. The meeting was called to order by Board of Supervisors Chairperson Dan Byrnes with Supervisors Mark Reiser and Dennis Keatley present.

During Public Comment, Executive Director Rachelle Howe with Upper Explorerland Regional Planning Commission (UERPC) discussed the application process for Community Project Funding through the Office of U.S. Representative Ashley Hinson of Iowa’s Second Congressional District. Howe noted that details of this funding program were provided during a recent online meeting via Zoom web-conferencing with May 6 originally being incorrectly provided as the application deadline, and that deadline actually being April 29, with letters of support required for submission by Thursday, May 2.

Howe noted that up to 15 projects can be submitted for funding within that Second Congressional District. Hinson’s congressional webpage at https://hinson.house.gov/services/community-project-funding further explains that each member of Congress can submit up to 15 eligible projects for their respective district to allow certain federal funds to be directed through the appropriations process toward a state, locality, or eligible nonprofit serving a Congressional district.

Howe provided a recommendation for the County to make an application on behalf of Veterans Memorial Hospital (VMH) relating to a software upgrade to the Epic electronic health records (EHR) system. Byrnes noted that Epic has become an industry standard covering 75-80 percent of patient records with other efficiencies and advantages over VMH’s current EHR system, which is not compatible with Epic, as used by a majority of health care providers including Gundersen Health System in La Crosse, WI. The Supervisors set Wednesday, May 1 at 8:30 a.m. as the special meeting for discussion and consideration of the resolution relating to the Community Project Fund application.
