Supervisors approve some personnel matters and use of American Rescue Plan Act funding for courthouse network cable upgrade and security camera design

The Allamakee County Board of Supervisors met in regular session Monday, May 20 to address a full agenda of matters including the Public Hearing for the Fiscal-Year 2024 (FY24) Allamakee County Budget Amendment, consideration of setting the canvass date for the June 4 Primary Election and the consideration of hiring an administrative assistant for Environmental Health and Planning and Zoning. The meeting was called to order by Chairperson Dan Byrnes with Supervisors Mark Reiser and Dennis Keatley present.

During Public Comment, Allamakee County Zoning Administrator Stephanie Runkle provided a brief update on the Courthouse Building Committee and recommendations relating to the bidding process for various repairs and improvements to the courthouse.

The meeting moved into the Public Hearing for the Fiscal-Year 2024 (FY24) Allamakee County Budget Amendment. The Public Hearing was opened with County Auditor Denise Beyer providing an overview of the matter. Beyer noted that no comments have been received. The Public Hearing was closed with the Supervisors then approving the adoption of the FY24 Allamakee County Budget Amendment.

Beyer addressed the next matter relating to the consideration of the County Auditor Real Estate Clerk and First Deputy wages. Beyer provided a recommendation to increase the First Deputy Auditor to 85-percent of the County Auditor’s salary, effective July 1, and to increase the Real Estate Clerk’s wage by 50 cents per hour, effective May 23. The Supervisors approved this recommendation.

The meeting moved into the consideration of approving the hiring of an Administrative Assistant for Environmental Health/Planning and Zoning. Runkle and Environmental Health Director Laurie Moody discussed the interview process and their recommendation to hire Claire Opperman starting May 31 at a probationary wage of $20 per hour with additional pay increases specified in the document provided to the Supervisors. The recommendation to hire was approved.

Runkle provided an overview of three plat requests including 1) Robert O. Grangaard, 2) Brian and Suzette Mahoney, and 3) Jerry Wiley and David E. and Denny and Eva Wiley. Each plat request was individually reviewed and approved.

Beyer addressed the next agenda item relating to the consideration of setting the canvass date for the June 4 Primary Election. Beyer provided a recommendation to set the Primary Election canvass time and date as 8:30 a.m. Tuesday, June 11 with the Supervisors approving that recommendation.

The Supervisors addressed the consideration of the Resolution obligating American Rescue Plan Act (ARPA) funds for the CAT6 upgrade and camera design. Beyer noted that an invoice has been received detailing the CAT6 network cable upgrade and security camera design in the courthouse with this project not to exceed $39,600. The Supervisors approved the Resolution obligating ARPA funds for the CAT6 upgrade and camera design.
