Supervisors set bid letting date for Great River Road partial pavement rehab work

The Allamakee County Board of Supervisors met in regular session Monday, April 17 to address a full agenda of items, including setting a letting date for pavement rehabilitation on the Great River Road X52, a Fiscal-Year 2018 health insurance update and the consideration of vacating some excess right of way along Lycurgus Road X20. There were no public comments.

A Quarterly Report for the Allamakee County Relief Office was accepted and placed on file. Allamakee County Auditor Denise Beyer and the Supervisors discussed possible dates for the final meeting of Fiscal-Year 2017 with the approval of June 30 at 9 a.m. as the final meeting time. Beyer and the Supervisors also discussed possible dates and times for the Public Hearing for the Fiscal-Year 2017 budget amendment with May 15 at 9:40 a.m. being approved.

Allamakee County Engineer Brian Ridenour addressed the next agenda item involving the consideration of setting a letting date for pavement rehabilitation on the Great River Road X52. Ridenour provided some history on the project, which involves a half-mile section of the Great River Road. Ridenour believes that roughly 30 years ago, the concrete mixture used likely contained a higher ratio of cement content, resulting in curing too fast with pavement panels curling.

Ridenour explained that this is the only such problem area on Great River Road and that the project will involve 6,818 square yards of pavement surface grinding and 172 square yards of full depth concrete patches. May 1 at 10 a.m. was approved by the board as the letting date for this project.

Ridenour also provided some background information for the next agenda item involving the resolution to vacate some excess right-of-way along Lycurgus Road X20. Ridenour advised that Wayne Stone has a small parcel of land on Lycurgus Road and needs to drill a new well requiring the easement to be vacated for the excess triangular area of County Road right-of-way with the proper setback. The Supervisors approved the resolution.

Group and Individual Health/Benefit Consultant Brian Huinker with Midwest Group Benefits provided a Fiscal-Year 2018 health insurance update. Huinker explained that earlier that same morning, a quote from United Healthcare had been received which was very encouraging but will require some additional research. Huinker discussed that Aetna has agreed to waive their filing fee for one year, but the quote from United Healthcare may be more competitive based upon the single and family plan rates that were provided. Huinker will present more information at a future meeting.

Under Department Head Updates, Allamakee County Zoning Administrator Tom Blake advised that the number of permit requests is increasing. Beyer suggested that a Department Head meeting will need to be set, with the Supervisors choosing to wait on setting a date.
