La Crosse, WI man faces additional charges for burglary after initial release

Monday, November 11, the Waukon Police Department investigated a burglary that had been reported at St. John’s Lutheran Church in Waukon. Through the course of the ensuing  investigation, video camera footage showed 22-year-old Joshua P. Tischer of La Crosse, WI as the suspect in the burglary at the church.

Also, on the same day, the Waukon Police Department received a report of a theft from a residence that Tischer had gone to in search of a phone in order to contact a family member to pick him up. Tischer had been released from the Allamakee County Jail earlier that same day on a signature bond from an arrest that had taken place just the day before when the Waukon Police Department received a report of a vehicle burglary which occurred on Rossville Road in Waukon and Tischer was arrested and charged with third-degree burglary (aggravated misdemeanor) and possession of burglary tools (aggravated misdemeanor) as a result of that investigation.

Charges were again filed against Tischer for his involvement in the November 11 burglary events at the church and a local residence and an arrest warrant was requested for both of the new charges. Allamakee County Magistrate Barry Mueller denied the arrest warrant request. An initial hearing has been scheduled for November 27 in lieu of the arrest warrants.

A criminal charge is merely an accusation and defendants are presumed innocent until and unless proven guilty.
