EACSD Board of Directors holds annual organizational meeting, approves computer purchases and discusses roof maintenance

The Eastern Allamakee Community School District (EACSD) Board of Directors met Monday, November 15 for its annual meeting. Board President Heather Schulte called the meeting to order. Board members Tony Becker, Bobbie Goetzinger, Melanie Mauss, Kelli Mudderman and Heather Schulte were present. Also present were Superintendent Dr. Dale Crozier, Board Secretary Michele Martin, Technology Coordinator Dave Ellefson and newly-elected board member Arla Wagner. Middle and High School Principal Dr. Sarah Updegraff joined the meeting at 7:45 p.m. Visitors included Liz Hill and Brea Baxter.

After roll call, Board President Schulte appointed Board Secretary Martin as the Temporary Chair to conduct the election of the board president. President Schulte ended her term and Board Secretary Martin asked for nominations for president. Board members nominated Goetzinger with no other nominations made, and Goetzinger was elected unanimously and given the oath of office.

The oath of office was also administered to recently elected board members Arla Wagner and Melanie Mauss. Following the administration of the oaths, the business proceeded with the election of the vice-president, and Arla Wagner was nominated and approved unanimously. She was also administered the oath of office for that position.

Board member Tony Becker was approved as the Iowa Association of School Boards (IASB) delegate and the Legislative Action Network (LAN) Representative for the ensuing school year. The board also approved Arla Wagner to serve on the Allamakee County Assessors Conference Board.

The resolution for Authorization for Banking Operations authorizing endorsements for deposits, savings withdrawals, check cashing, wire transfers as listed and giving check signing authority was assigned to Board President Bobbie Goetzinger; Kelli Mudderman, board member and Michele Martin, board secretary. Kris Darling was also added as a person to authorize making deposits in all accounts.

After the conclusion of the annual meeting business, the board approved the agenda, and the November consent items, minutes of the regular October meeting, and bills for November. The ballot for Keystone AEA Director District #3 was also approved and submitted.

The board approved a submission request to the SBRC for a modified supplemental amount of $59,984.10 due to an increase of certified enrollment from the prior year.

Dave Ellefson presented a proposal to purchase 150 notebooks, 100 Chromebooks and 100 Google Chrome Management in the amount of $145,480. The district will be using Universal Service Administrative Co. funding to offset the cost. The awarded amounts are $60,000 and $38,780. The proposal was approved unanimously.

In personnel matters, contracts were approved for Ethan Haffner as Teacher Aide at Kee Connect and for Mariah Fogt as Teacher Aide. The canvass of the recent school board election held November 2 was reviewed, accepted and approved. Allamakee County Auditor/Commissioner of Elections Denise Beyer reported the following results of the election:

Director District #3 - Arla Wagner received 266 votes.
Director At-Large - Melanie Mauss ran unopposed and received 271 votes.

Under Administrative Reports, Dr. Crozier reported that Martha Helgerud, Spanish Teacher/Spanish Club Sponsor has researched the possibility of a Spanish Club Trip in June 2023 and is seeking approval. The board has additional questions that will need to be answered prior to approval of the trip.

Data was provided to the board that reviewed Eastern Allamakee Community School District’s race and national origin counts. Dr. Crozier also updated the board on roofing maintenance. Although the district facilities are still considered new, improvements will need to be made within 10 years. Allen Roofing has provided a plan through 2035 for ongoing maintenance.

Dr. Updegraff reported she attended a HOPE Framework Zoom presentation. HOPE stands for Healthy Outcomes from Positive Experiences. At the conclusion of the administrative reports, the meeting adjourned.
