Housing development agreement has potential to bring 72 apartment units to Waukon near City Park; Public hearing scheduled for April 22


Apartment complex project part of proposed residential development near City Park ... A housing development agreement between the City of Waukon and Dexter Quandahl of Q4 Construction will be open for public comment at a public hearing scheduled for this coming Monday, April 22, beginning at 6 p.m. at Waukon City Hall. The agreement initially provides for the creation of two apartment complex buildings, similar to what is pictured above, with each structure housing 18 apartment units.

The floor plan pictured below shows the ground floor of the initial apartment complex that will be part of the proposed residential development just north of the Waukon City Park campground area. The floor plan shows seven two-bedroom units and one single-bedroom unit, along with four garage stalls on that ground level, with the second floor of the apartment facility also including a very similar floor plan but adding two single-bedroom units above where the garage stalls are located for a total of 18 apartment units in the building. Waukon City Manager Gary Boden, Executive Director Val Reinke of Allamakee County Economic Development (ACED) and developer Dexter Quandahl of Q4 Construction met with The Standard Friday, April 12 to provide an update relating to the proposed apartment complex construction project at the southeast corner of the intersection of the new 8th Avenue SW and 2nd Street SW in Waukon within the area locally known as the Pladsen Subdivision, north of the Waukon City Park.

At the April 1 Waukon City Council meeting, Quandahl presented information relating to this proposed project to include 36 apartment units in each of two phases with Phase 1 to include two 18-plex apartment buildings with 64 outdoor and eight indoor parking spaces. At that April 1 council meeting, the council set Monday, April 22 at 6 p.m. at Waukon City Hall as the Public Hearing date, time and location relating to this matter with the Resolution: Consideration of Approval for Housing Development Agreement for City Lot in Pladsen Addition being approved.

At the April 12 meeting with The Standard, Boden and Reinke noted that extensive hours of meetings and preliminary negotiations with potential developers have taken place over the last few months at an administrative level with plans solidifying with Quandahl and Q4 Construction at the end of that process. Boden advised that per the development agreement, Quandahl would be purchasing from the City of Waukon approximately 2.5 acres on the eastern half of the five-acre Lot 4 parcel, located just to the north of the Waukon City Park campground area and just west of the Waukon Mobile Home Community, and would be building the first two 18-unit apartment structures, with the first such structure being planned for the southern portion of that initial 2.5-acre parcel.
