ACSD Board approves sharing agreement with EACSD for Superintendent, addresses other personnel matters during May 28 special session

The Allamakee Community School District (ACSD) Board of Directors met for a special meeting Wednesday, May 28. The main item on the special meeting agenda was a revised Superintendent Contract and an Operational Sharing Agreement with Eastern Allamakee Community School District (EACSD) for the 2025-2026 school year. The sharing agreement would allow the role of ACSD Superintendent Jay Mathis to be shared between ACSD and EACSD, to which the board gave unanimous approval.
Language in the proposed agreement stated that EACSD would be responsible for 25% of contracted time and ACSD for 75% of his contracted time. Total compensation for Mathis, including salary, benefits and employment taxes and IPERS comes to $295,311 under the agreement. EACSD would be responsible for $73,828 and ACSD would be responsible for $149,213. The remainder of that total salary and benefits would come from an incentive, SW Operational Sharing, amounting to $72,270.
Under the previously approved superintendent’s contract, the total salary and benefits being paid to Superintendent Mathis from ACSD was $251,893, so the district will be saving $102,680 by entering into this sharing agreement.
Mathis noted that he would likely spend at least one day per week in the EACSD, but would be working for both districts every day. To address any concerns the public might have regarding his shared duties between ACSD and EASCD, Mathis had this to say, “It is mutually beneficial for both districts financially, as we would both receive sharing incentive funds from the State. This is NOT to be construed as anything more than any two districts sharing a superintendent. It is NOT a precursor to the consolidation of the two districts. I will continue to do the best I can to make each district successful and strong financially and educationally.”
The Allamakee and Eastern Allamakee districts also currently share a Buildings and Grounds Department Director and a Transportation Director.
