Following public hearing, Waukon City Council postpones decision on sale of city parking lot adjacent to the Kwik Star location to Kwik Trip, Inc.

The Waukon City Council met in regular session Monday, October 6 to address a full agenda of matters including review of the Board of Adjustment variance at 234 5th Street SE, the Public Hearing on the proposed sale of city owned real property along West Street SW - City Municipal Parking Lot by Kwik Star, and consideration of the Well #5 inspection. The meeting was called to order by Mayor Arvid Hatlan with council members present including Steve Wiedner, Nicholas Engrav, Dave Blocker, Tim Smedsrud and John Lydon.
During Public Comment, Executive Director Val Reinke with Allamakee County Economic Development (ACED) made note of concerns relating to delays associated with establishing an updated understanding of the roles for the mayor, city clerk and city manager positions.
Under Department Reports, Park, Recreation and Wellness Director Jeremy Strub noted that just a couple weeks of the fall sports season remain before moving into winter activities. Strub noted that the City Park has often closed at the end of October but, weather permitting, could be extended into mid-November before the water is turned off for the winter season. He advised that the City Park closure date is to be determined. Strub also discussed that repainting of the maintenance shed is ongoing with new garage doors to arrive soon.
Water and Sewer Superintendent Jim Cooper advised that staff member Tyler Thesing recently completed certifications relating to lab testing to allow some in-house testing to take place rather than sending to an outside lab. Cooper also discussed a water leak relating to a Main Street service line which will be addressed Tuesday, October 7.
Pat Egan with the Street Department advised that work relating to street patching has been completed and that October 13 is the beginning of leaf pick-up in town with an advertisement in The Standard to provide further details on dates and locations.
Police Chief Paul Wagner advised that Officer Alyssa Rostad is currently in D.A.R.E. training, which is a week-and-a-half program. Wagner further noted that two officers in the Waukon Police Department have been certified as taser instructors as of last week, which will allow for the review of use of force reports and the annual recertification of other officers. Wagner made note of several vehicle speed complaints on West Main Street with pedestrian safety and speed signage discussed as options.
Wagner and the council discussed setting the city’s Halloween trick-or-treating for children, with an away football game being a potential conflict Friday, October 31. Following discussion, the council agreed that Friday, October 31 will remain as the date for Halloween trick-or-treating in Waukon.
