Supervisors hear request for CDBG grant, additional audit at regular Monday meeting

by Bob Beach

During its regular meeting Monday, December 9 the Allamakee County Board of Supervisors held a public hearing regarding a Community Development Block Grant (CDBG) application to fund a 2,100 square foot building expansion of TASC, Inc. north of Waukon to accommodate a healthy living program for persons with disabilities.
Upper Explorerland Regional Planning Commission Executive Director Rachelle Howe said that the CDBG application requests $311,972, which will be matched dollar for dollar with community donations, adding that the County is not being asked to make a financial contribution to the project, only to act as the applicant for the grant. The Board approved a resolution to authorize the submission of the grant application, which is due January 15, 2014. The Board tabled consideration of a sub-recipient agreement with TASC regarding the grant for review by the County Attorney.
In other business, Allamakee County Auditor Denise Beyer presented the Board with a letter from Hacker, Nelson & Co. regarding an addendum to its arrangement with the County for auditing services. Beyer explained that an additional audit will be required because the County expended over $500,000 in federal funds over the past fiscal year, the majority of those expenditures related to the flood in late June. Beyer said the additional cost of the audit will be $2,500. The Board tabled action so that the County Attorney can review the addendum.
The Board also convened as the Board of Elections to canvass the results of the Waukon City Council special run-off election held in Waukon Tuesday, December 3. The Board approved the results and declared Darrold Brink to be duly elected to the at-large seat on the Waukon City Council, defeating incumbent candidate Joe Cunningham.
