Supervisors approve Fiscal Year 2026 budget amendment, discuss county courthouse appraisal and AED inventory during pair of regular sessions

The Allamakee County Board of Supervisors met twice within a week following the Monday, May 25 closure of the Allamakee County Courthouse in recognition of the Memorial Day holiday with regular session meetings taking place Tuesday, May 26 and Monday, June 1. Coverage of both meetings appears below.

TUESDAY, MAY 26
The Tuesday, May 26 holiday-delayed meeting was called to order by Board of Supervisors Chairperson Tom Clark with Supervisors Dan Byrnes and Dennis Keatley present. There was no Public Comment during the time allotted for that agenda item.

The Public Hearing for the Allamakee County Fiscal-Year 2026 (FY26) Budget Amendment was opened with County Auditor Denise Beyer providing an overview of the matter. Beyer made note of revenue, grant reimbursement and expenditure changes which prompted this amendment relating to a variety of budget areas including public health grants, Secondary Roads, Conservation, among other areas. The Public Hearing was closed and the FY26 Budget Amendment was approved for adoption. The Appropriations Resolution for the FY26 Budget Amendment was approved.

The meeting moved into the Public Hearing relating to the Construction Permit Application for Rolinda Acres, LLC. Environmental Health Director Laurie Moody and Agronomist Troy Peterson of Waukon Feed Ranch (WFR) provided background relating to this application which involves an increase in the number of dairy cattle at an existing robotic milking facility which falls under the Master Matrix, the Department of Natural Resource’s (DNR) evaluation and scoring process which allows for formal recommendations and comments from the Supervisors.

Moody added that there is some new construction at the site for a shop to be used for equipment storage, with that construction not impacting or being relevant to the Master Matrix evaluation. Moody provided a recommendation to approve. The Public Hearing was closed with the Supervisors approving the Construction Permit Application for Rolinda Acres, LLC.
