Waukon City Council hears presentation from Winneshiek Energy District, discusses and offers guidance on changing residential zoning setbacks

The Waukon City Council met in regular session Monday, August 17 to address a full agenda of matters including the review of the Planning and Zoning Commission’s recommendations for residential zoning setbacks, a presentation by the Winneshiek Energy District relating to an energy efficiency program for commercial buildings, and the consideration of approving a pay application and change order for the 4th Avenue NW Addition Project.

The meeting was called to order by Mayor Arvid Hatlan with council members present including Cassie Handke, Nicholas Engrav, Tim Smedsrud and Steve Wiedner. There was no Public Comment from individuals present or those joining the meeting via Zoom web-conferencing.

The meeting moved into Department Reports with Street Superintendent Pat Egan noting that driveway and sidewalk permits may be filled out online through the City of Waukon’s website and that these permits need to be completed prior to any construction. Egan provided an update on street repairs taking place on 1st Avenue NW.

Police Chief Paul Wagner and Finance Director Lana Snitker did not have updates at this time. City Clerk Sarah Snitker advised that the next Waukon City Council meeting will take place Tuesday, September 8 following the Monday, September 7 Labor Day holiday.

City Manager Grayson Rowlet reported that the City of Waukon has been working with Kwik Star in developing a plan relating to the municipal parking lot in the vicinity of its retail location on Rossville Road. Rowlet discussed options available that will involve some city expense to improve that parking area including a storm sewer grate cover, curb and gutter work, among other improvements. Rowlet noted that Mayor Hatlan may request a special meeting to further discuss these items and options.

City Engineer Jacob Huck with MSA Professional Services, Inc. further addressed some specifics relating to the municipal parking near Kwik Star and recommendations including repaving a portion of that parking area, the addition of a chain-link fence and other improvements. Huck noted the absence of Water and Sewer Superintendent Jim Cooper with Huck advising that Cooper and his team are currently working on a water main connection as part of the 1st Avenue SW project.
