The goal of the Kyoto Protocol is to reduce the emission of greenhouse gases in the atmosphere in order to reduce global warming. Now that Russia has joined, European forces are hoping to pressure the U.S. to join as well.
At stake is national liberty and sovereignty. In joining the Kyoto group, the U.S. stands to become subject to an international system in regards to a very important strategic function: energy. Especially in the post-9/11 world, control of our energy policy is important both for current battles and the ones to come.

I have mentioned here before that I have several large moving company-sized boxes of books which were packed and sent home when I completed Navy service. They were in no order when I was in the Navy, and the moving van company’s employees just tossed books into a box until that box was full, even including the Gideon Bible, which was not mine!
DES MOINES – What do you do when a common legal drug available in every corner store doubles as the main ingredient in a highly addictive illegal drug that’s defied all efforts to control its spread?
It’s a tough question. And Iowa lawmakers are struggling to find an answer.
The legal drug is pseudoephedrine. It’s a common nasal decongestant found in dozens of cold, flu and allergy remedies. A few are probably in your medicine cabinet.
This week I voted to approve a tough new anti-meth bill to help curb methamphetamine production in Iowa. The bill (SF 169), unanimously approved by the Senate, places restrictions on the purchase of pseudoephedrine, a popular cold decongestant and key ingredient in meth manufacturing.
The relative ease it takes to cook up meth using accessible and affordable supplies has led to an abundance of meth labs across the state. We need to crack down on Iowa’s meth labs by making it harder for meth makers to get their hands on key ingredients used to make their drug.
As gardeners wait for spring, they wish there was something to do. Fortunately, Iowa State University Extension will have its Second Annual Horticulture Chautauqua Saturday, Feb. 19 at the Roseville School gymnasium (about 10 miles SW of Charles City on Highway 14) from 9 am until 3 pm to get everyone started.
The morning session will feature three speakers who will talk about Landscape Design, Buck Roses, and New & Unusual Plants for Northeast Iowa.

The National Education Association (NEA) recently released its annual ranking of average teacher salaries among the states. For the 2003-2004 school year, Iowa’s average teacher salary was $39,432. According to the NEA report, this ranks Iowa at number 38 in the nation for average teacher salaries.

The seventh annual Allamakee Dollars for Scholars Phone-athon will begin the last week of February from 6 to 9 p.m. Tuesday, Feb. 22, and will also be conducted February 24 and March 1. This event is the major fundraiser for the organization and is conducted by the student applicants in conjunction with the Dollars for Scholars board.
Students will be calling from phone banks at Waukon High School, Waukon State Bank and Farmers and Merchants Bank, all in Waukon; Waterville Elementary School in Waterville; and American Express Financial Advisers-Arne Beneke in Caledonia, MN.
The Allamakee County Board of Supervisors moved quickly through a handful of items on the agenda at its Monday, February 14 regular meeting.
Items not listed on the agenda that were briefly discussed were the demonstration of new voting equipment, to be held in Winneshiek County, and an update on the insurance questions raised at last week’s meeting.
A public hearing was set for 10 a.m. Monday, March 7 for the FY06 budget.
